Fix build failure on Darwin and HP-UX. Mark Cygwin as broken

${WRKSRC}/Makefile defines different targets for each non-ELF
platforms. And for Cygwin, there is no installation target so I marked
it as BROKEN_ON_PLATFORM.

Tested on Darwin but not on HP-UX though.
