Update x11/xclip to xclip-0.13

pkgsrc changes:
 - Update MASTER_SITES and HOMEPAGE (now hosted on GitHub)
 - Add `autoconf' to USE_TOOLS in order to use `autoreconf' for the
   pre-configure phase
