- Simplify the caching of utility-registration data. In addition to
  simplification, avoids spurious test failures when checking for
  leaks in tests with persistent registries.

- Raise ``ValueError`` when non-text names are passed to adapter registry
  methods:  prevents corruption of lookup caches.
