- actually load EUHC from inc (RT#121613)
- inlined ExtUtils::HasCompiler into the distribution for use by
  Makefile.PL (RT#121613)
- fixed link to git repository in metadata
- convert packaging to Dist::Zilla (fixes RT#121403)
