Restore py-cairosvg before 2.0 and update it to 1.0.22.

This version is exclusively for Python 2.7 use.

Changes:
- Fix crash when lxml is not installed
- CairoSVG was vulnerable to XML eXternal Entity (XXE) attacks, this
  release fixes this vulnerability by not resolving the XML entities
  anymore.
