emacs25-nox11: fix build on MacOS

On MacOS, the build finds the Cocoa framework and tries to build
nextstep, which results in a wildly differing PLIST.  Pass
"--without-ns" to force disable this.   No PKGREVISION, as any build
which found ns previously failed.
