Build gix for mail/hypermail: disable fortify

hypermail uses libtrio, which overloads <stdio.h> functions by macros.
With _FORTIFY_SOURCE > 0, <stdio.h> loads <ssp/stdio.h> which does
the same, and we get macro redefinition errors.
