Disable the configure check for GOST, don't use built-in sqlite3.

RFC 8624 says "MUST NOT" for signing and "MAY" for sig-checking.
The sqlite3 change is related to the OpenDNSSEC v2 change, to be
consistent with the choice there.

PKGREVISION bumped.
