geography/R-stars: import R-stars-0.4.3

Reading, manipulating, writing and plotting spatiotemporal arrays
(raster and vector data cubes) in 'R', using 'GDAL' bindings provided
by 'sf', and 'NetCDF' bindings by 'ncmeta' and 'RNetCDF'.
