Update webalizer to latest 2.23-08 (from 2013).

Perhaps this contains a fix for the buffer overflows seen in PR pkg/55809.

Fixes:
 o Fix sporadic eol problem with some IIS/W3C logs

 o Fix compiler directive syntax error (broke some 64 bit systems)

Changes/Additions:
 o Modest speed improvements in hash table code
