Update go-dnstap to 0.4.0

-   Upgrade to newer google.golang.org/protobuf/proto.
-   Recognize DOT and DOH.
-   Add support for DNS update query and response messages.

Now a Go module build that no longer depends on packaged Go libraries.
Also install the manpage.
