- On Unix platforms we use /dev/urandom if it exists, otherwise use
gettimeofday, clock and getpid.
- On Windows we use GetCurrentProcessID, GetCurrentThreadId(),
GetTickCount, GetSystemTime and QueryPerformanceCounter.
- On GHCJS use Math.random()
- Using time is a fallback option (e.g. for Hugs).
