Fix startup problem of mariadb.

* Remove creating ${VARBASE}/run/mariadb with OWN_DIRS_PERMS since
  ${VARBASE}/run will be cleared on system start up.
* Create ${VARBASE}/run/mariadb in startup script with sutable owner.

Bump PKGREVISION.
