py-tables: update to 3.7.0.

This is a minor version of PyTables.  The main feature added is that
compatibility with Python 3.10, numpy 1.21 and HDF5 1.12 has been improved,
while support for Python 3.5 has been dropped.

The CI infrastructure has been moved to GitHub Actions.
