mozilla-common.mk: use :Q with CPP in CONFIGURE_ENV.

Otherwise it blows up if CPP is $(CC) -E. Seen in the MacOS bulk builds.

(this commit syncs seamonkey and firefox52 with the newer firefoxes
that already have this fix)
