xfce4-terminal: drop MAKE_JOBS_SAFE=no

A lot has changed in the decade plus since that was set, many gmake
updates, many Xfce updates, etc. No issue noted with MAKE_JOBS=8. (I
will monitor bulk builds just in case.)
