lapack: add -fPIC to FFLAGS

Since we patch the build to install both static and dynamic shlibs,
we must ensure position independent code is used.

Fixes unresolvable R_AARCH64_ADR_PREL_PG_HI21 relocation against
symbol `__stack_chk_guard'
