Updated devel/ocaml-dune to version 3.11.1.

This is a change that's way overdue; lots and lots of changes between
the latest version (2.9.3) and this one. Check out CHANGES.md in the
distribution for all details.

I've slimmed down the package so it only installes the core dune
package.
