devel/meson: stop meson from downloading dependencies
As mentioned in PR pkg/57902 meson can download deps
using git if the project is configured for it.
Use the meson argument --wrap-mode=nodownload to
disable this since the pkgsrc policy is that packages
should not download things during the build.
