fftw: add lib/cmake/fftw3/FFTW3LibraryDepends.cmake

FFTW3*Config.cmake includes FFTW3LibraryDepends.cmake but package doesn't
install it, making cmake unhappy.  Creating an empty file is sufficient
to at least get graphics/krita building.
