elementary-xfce-icon-theme: update to 0.20

This release adds and updates many icons to be more consistent with, or pulled \ 
directly from, upstream elementary. More file type and programming language \ 
icons have been added. Improvements in FreeDesktop.org compliance have been made \ 
by adding icons missing from the FreeDesktop.org Icon Naming Specification. File \ 
type names have been updated to match the newer FreeDesktop.org Mime Database \ 
v2.4, fixing issues where some file types were not displaying the correct icons. \ 
Previously deprecated and currently unused -darker and -darkest themes/folders \ 
have been removed. The last of the PNG icons have been replaced with SVG icons \ 
(paving the way for a more scalable HiDPI theme in the future).
