go-tcr: update to 1.4.0. Changes:

- Add possibility to use other git remote than origin
- Generate a quick-retro.md using tcr stats
- Add introspective variant for perforce
- Replace emojis with plain ASCII characters to mark test failures in
  commit messages
- Add TCR variants. Currently supported: relaxed (git/p4), BTCR (git/p4)
  and introspective (git only)
- Bump go version from 1.22 to 1.23
- 3rd-party dependencies update
