pkgin: Update to 24.12.0.

Tested on SmartOS, macOS, NetBSD, and Linux.  Tested with libfetch's
"openssl" option both on and off.  The package no longer pulls in
OpenSSL directly, instead leaving it to libfetch to determine whether
support is enabled or not.
