ham/freedv Update to 1.4.2

Really, roll the version back to 1.4.2.  The previous commit said
1.9.9.2, but there was also a tag set, as upstream's version
naming/tag practices were previously more complicated.
Restore and increment PKGREVISION.
Guess/hope very few installed the wrongly-numbered version.
