Import py26-julio-0.4.0 as wip/py-julio.

Julio (named after Julia that is the Java implementation) is a Python
implementation of the Fractal component model. Julio has also
be developed mainly for personal use. It is intended to be compliant to
Fractal 3.1 (no templates for the moment).
