new package: netbsd-light-desktop-default-settings

This package provides default LXDE configurations for NetBSD-themed
use of the light-desktop package.  It includes wrapper scripts for
starting the light-desktop and openbox for NetBSD.

This was based on configurations and simple scripts from lxde-common
and lubuntu-default-settings.
