Import tsm-6.2.4.0 as wip/tsm62.

The version is the last one to support ia32, which is why I imported it as 
"tsm62", figuring that "tsm" might have newer versions.

The package comes with java gui client support, which I made optional
since it installs an additional ~300 MB of binaries, space that some
of my machines don't have.
