Changed dir for docs and license.
Removed doc option docs are now always installed.
Removed Doxygen dependency from docs.
Removed use of wip/qore/Makefile.common and wip/qore/options.mk.
Took maintainership since I imported the package.
Changed so the installer doesn't install .a files.
Bump pkgrevision.
