Add an initial options.mk... Still very work-in-progress.

At the moment only tested the "lua" option that provide an OSD menu \ 
for mpv.

To add more option please give a look to "python2.7 waf --help" and \ 
add them to
WAF_CONFIGURE_ARGS variable.
