Imported pkg version 1.4.99.11 (development version)

pkg is built on top of libpkg, a new library to interface with package
registration backends.
It abstracts package management details such as registration, remote
repositories, package creation, updating, etc.

This package is for the development version of pkg (future release-1.5 branch).
