Largely simplify packaging for wip/sloccount

This gets rid of many (incorrect) patches. The helper binaries are also
moved to a dedicated folder with this change (libexec/sloccount), in order
to avoid pollution in BINDIR. As a result functionality is currently broken
except when adding $LOCALBASE/libexec/sloccount to $PATH.

It might be a good idea to let sloccount's original binary in
libexec/sloccount, while providing a wrapper around it which would then set
$PATH accordingly.
