Update url2pkg to 1.22.  Notable changes include:
	- conversion of prdownloads.sourceforge.net URLs to
	  MASTER_SITE_SOURCEFORGE
	- pre-fill CATEGORIES from the directory name
	- educated guess about the HOMEPAGE
