changes:
 * Added support for sending UDP broadcast packets
 * It is now safe to nest calls to SDLNet_Init() / SDLNet_Quit()
 * Specify the SDL API calling convention (C by default)
 * Sockets are created with the SO_REUSEADDR flag by default
