Update galeon to 1.2.13 to match mozilla update to 1.5.1:
	Changelog since 1.2.11 mainly indicates sync with new mozilla API.
	1.2.13 wants mozilla 1.5 but we are giving it 1.5.1. All appears to
	work fine.
