allow perl{,-thread}>=5.8.3 to satisfy the p5-Test-Harness dependency.

Test::Harness is included in perl>=5.8.3, and for that reason,
p5-Test-Harness has a CONFLICT on perl>=5.8.3 which was blocking many
packages from being installed.
