pkgsrc'ify cvsweb with the following changes:

	o Use subst.mk to patch the files (so the patches are not needed).
	o Look for cvsweb.conf in ${PKG_SYSCONFDIR} instead of using
	  a harcoded "/usr/pkg/etc/cvsweb".
