Update tcl-tclcl to 1.6.

Changes:
  - tclcl.h modified to build under gcc-3.4.
  - autoconf now finds http.tcl automatically.
  - Change the default versions in conf/configure.in.*.
  - Configure changes to support tcl-8.3.5 on Fedora.
