Use PKG_LOCALTEXMFPREFIX instead of PKG_TEXMFPREFIX to distinguish
add-on packages from those distributed with TeX.  Currently,
PKG_LOCALTEXMFPREFIX and PKG_TEXMFPREFIX are same, so no PKGREVISION
bump.
