Changes from dhcpcd-4.99.18 include
 * Fixed existing address detection
 * Added non dhcp option variables to -V
 * Prefix some generic variable names exported to dhcpcd-run-hooks with if
   (ifmetric, ifwireless, ifflags) as they may conflict with generic var
   names when it restarts a service
