Bump TEXINFO_REQD from 4.1 to 4.7.

Building with texinfo 4.1 causes build errors mentioning unknown commands
"copying" (according to texinfo NEWS file introduced in texinfo 4.2) and
"ordf" (NEWS tells us texinfo 4.7) before killing the build.
