Update ruby19-base package to 192pl318, Ruby 1.9.2 patchlevel 318.
(It seems to the tag of subversion was created with wrong name.)

Ruby 1.9.2-p318 is released.

This release include a security fixes of the Ruby OpenSSL extension.
