Build fix for non-NetBSD, from Petar Bogdanovic.

This adds USE_TOOLS of lex and yacc.  The build also uses objcopy, but
that's not a tool -- perhaps it should be, but that's a discussion for
after the branch.  For now a comment is left about objcopy.
