Add py-pkgconfig-1.1.0:
py-pkgconfig is a Python wrapper for the pkg-config program.  It
simplifies checking for libraries and the necessary compiler and linker
flags.

Add during the freeze as it is a prerequirement for fixing
devel/py-h5df.
