Fix "make install" in devel/kyua without "tests" package option.

* Add a space after the "@comment" PLIST keyword inserted in the
  case where "tests" option is disabled.

* Only create the "${PREFIX}/tests" directory and install the
  Kyuafile there if the "tests" option is enabled.
