py-notify: updated to 0.3.1

New in Py-notify 0.3.1:

* All methods that accepted arbitrary argument numbers now also accept
  arbitrary keyword arguments.

* Updated to compile and work with Python 3.0rc1.

* A few minor fixes for potential bugs and optimizations in
  `notify.gc' module and in documentation.

* 6 more unit test (164/186 in total).
