davical: fix dba/create-database.sh script

pkgsrc changes:
  * Fix the script that initialize PostgreSQL database. Patch for AWL
    directory was broken. Add '-U @PGUSER@' to psql command because it
    is the default database administrator out of the box.
  * Bump revision.
