mlterm: update to 3.9.0.

pkgsrc changes:

- adjust options.mk and PLIST for new build support of both mlterm-wscons
  and mlterm-x68kgrf on NetBSD/m68k (now packages build on any
  NetBSD/m68k machines can build x68k grf(4) framebuffer version too)
- remove obsolete CONFIGURE_ARGS
- utmp is no longer optional
