libuv: Note c11 requirement for stdatomic.h.

I don't think mk/compiler.mk knows that gcc49 is needed for c11,
though, so add GCC_REQD+=4.9 for now, and leave an XXX comment on the
subject.

Let's see if this unblocks the centos7 builds.
