devel/py-rpds-py: upgrade to version 0.18.1.

This bumps a few crate dependencies, including them pyo3 to 0.20.3,
so that we gain the ability to build this package on CPUs which do
not have native 64-bit atomic operations, thanks to the use of
the portable-atomic crate.
