debugpy v1.8.2

Fixed an issue where ApiScan couldn't scan some of our binaries correctly. This \ 
involved changing some linker flags and re-compiling/re-linking some of the \ 
pydevd executables and dlls.

This doesn't affect debugpy logic in any way.
